To: All Vice Chancellors of State Public Universities under Higher Education Department.

Subject: Clarification on status of employees of State Public Universities under Higher Education Department.

ℹ️ Key Clarifications Issued

  • Autonomous Status: State Public Universities (Odisha Universities Act, 1989) are autonomous statutory bodies with a distinct legal identity separate from the State Government.
  • Not Govt Employees: Employees of such Universities are governed by University Acts, Statutes, and Recruitment Rules. They do not hold civil posts under the State Government and are not to be treated as Government employees.
  • No Automatic Application of Rules: New schemes, guidelines, circulars, or Office Memoranda introduced for State Government employees shall not automatically apply to University employees.
  • Specific Orders Required: Where necessary, the Higher Education Department will separately examine and issue specific orders/guidelines for the implementation of such Govt schemes in Universities.
  • Service Conditions: Service conditions of University employees will continue to be governed by their relevant statutory provisions (ORSP Rules, University Statutes, etc.).

Note: The Government reserves the right to issue further directions in this regard. Universities are requested to adhere to the above clarifications.
