About the Tamil Nadu Pay Matrix

The Tamil Nadu Pay Matrix, introduced under the Tamil Nadu Revised Pay Rules, 2017, replaced the earlier system of Pay Bands and Grade Pay with a level-based structure — mirroring the framework adopted by the Government of India for central employees.

The matrix has two dimensions: the horizontal range (Level) reflects an employee's functional role or grade pay equivalent, while the vertical range (Stage) reflects pay progression through annual increments.

    Which pay commission does this matrix follow?

    This is the 7th Pay Commission pay matrix as adopted by the Government of Tamil Nadu through the Tamil Nadu Revised Pay Rules, 2017, effective from 1 January 2016 for pay purposes.

    How is basic pay fixed on promotion?

    On promotion, an employee moves to the immediate next stage in the higher level that gives an increase over their current basic pay — typically one notional increment is added at the existing level, then the employee is placed at the equal or next-higher cell in the promoted level.

    What is the difference between the 2017 and 2021 pay matrix?

    In February 2021, the Tamil Nadu Finance Department added five extra cells to each pay level, raising the maximum basic pay at the top level from Rs 2,25,000 to Rs 2,61,000, based on the recommendations of the One Man Committee. This table reflects the original 2017 matrix.
