The GA & PG Department introduced major reforms in performance appraisal by replacing the old Confidential Character Rolls (CCRs) system with a new **Performance Appraisal Report (PAR)** for Group 'B' officers.

The reform addresses long formats, pendencies, adverse remark communication issues, and delays in promotions, aiming to improve administrative efficiency and accurate measurement of civil servant performance.

Key Guidelines Summary

  • Nomenclature Change: From Confidential Character Roll (CCR) to **Performance Appraisal Report (PAR)** – remains a confidential document.
  • Custody of PARs: Maintained by concerned Administrative Department / Head of Department (appointing authority). Original not to be removed except for OPSC/UPSC/Courts. Attested photocopies used for promotion/selection and returned promptly.
  • Report Period: Recorded for each financial year (or part thereof) in prescribed forms (Annexure-A). Separate form for each year. Minimum assessment period: **4 months** (leave/training <30 days ignored).
  • Level of Assessment: Three levels (excluding self-appraisal) – Reporting Authority, Reviewing Authority, Accepting Authority (as per Schedule of Instructions).
  • Initiation & Transmission:
    • Appraisee initiates (self-appraisal Part I & II) within 1 month of year-end or change of Reporting Authority.
    • Defaults handled by PAR branch with remarks on margin (“Appraisee/Reporting Authority did not submit on time”).
    • Transmission timeline detailed (see table below).

Other Important Points

  • Grading: Outstanding, Very Good, Good, Average, Below Average (outstanding only for exceptional performance).
  • Integrity: Must be certified; “Not Certified” if doubtful with justification. Adverse remarks possible from higher authorities.
  • No Remarks Certificate (NRC): Issued in cases of suspension, long leave, retirement, etc.
  • Representation against Adverse Remarks: Submit within 45 days (max 6 months); disposal by Secretary/Chief Secretary/Chief Minister as competent authority.
  • Preservation: 1 year from retirement/death/dismissal (longer if case pending).
  • Rescinded: Memo No.3076-Pro dated 19.05.2004 rescinded.
