The Finance Department has issued modifications to the Revised Assured Career Progression Scheme (RACPS) under Odisha Revised Scale of Pay (ORSP) Rules 2008, effective retrospectively from 01.01.2013.

The key change removes the phrase “in a single cadre” and revises the Grade Pay entitlement and pay fixation rules during financial upgradations and regular promotions.

Main Modifications

  • The words “in a single cadre” in Para-1 of Annexure-I of FD Resolution No.3560/F dated 06.02.2013 are deleted.
  • Para-10 of Annexure-I is substituted with new provisions for pay fixation and Grade Pay entitlement (detailed below).
  • Pay fixation benefit at the time of regular promotion is also allowed at the time of financial upgradation under RACPS (3% of total pay in Pay Band + Grade Pay).

Important:
- Modifications are effective **retrospectively from 01.01.2013**.
- Already sanctioned RACPS benefits shall be **revised**; arrears of pay/pension shall be disbursed.
- Court cases (if any) need not be disposed/withdrawn for revision of benefits.
- Pre-conditions in FD Resolution No.3560/F dated 06.02.2013 remain unchanged.
