Restructuring of Group-D Posts in Odisha Government

The Finance Department has restructured Group-D posts and their promotional hierarchy within the overall sanctioned strength to streamline cadre management and career progression.

Base cadre posts (Level-1) will be filled only through direct recruitment. Promotions to higher levels follow percentage distribution and eligibility criteria.

Key Provisions & Clarifications

  • Base Cadre (Level-1): Filled only by direct recruitment (open advertisement, reservation rules, employment exchange).
  • Level-3 Posts: No promotion among Daftary/Zamadar/Record Supplier/Treasury Sarkar (same level). Promotion from Level-1 after 8 years service (guidelines to be issued separately by GA & PG Dept).
  • Distribution of Posts: Percentage applied from lower to higher level. Fractions ignored; extra posts added to base level (Level-1).
  • Duties: Daftary/Zamadar etc. perform duties as assigned; continue to avail admissible allowances.
  • Consultation: Finance Department to be consulted for any clarification.

Important:
- Restructuring is within existing sanctioned strength – no automatic increase in posts.
- Promotion guidelines from Group-D to Group-C (Level-3 onwards) to be issued separately by GA & PG Department.
- Earlier resolutions (e.g., 2196/1997, 15404/2010) modified to this extent.
