Promotion Guidelines for Group-D Employees to Group-C Posts

Consequent upon restructuring of Group-D cadre and promotional posts (Finance Dept Resolution No.36796/F dated 26.11.2018), the GA & PG Department has updated promotion criteria from Group-D to Group-C posts.

Base cadre (Level-1): Peon, Orderly Peon, Choukidar, Sweeper, Night Watchman, Gardener, Process Server, etc. – filled by direct recruitment only.

Promotion Criteria from Group-D to Group-C Posts

3 Senior Grade Diarist / Senior Grade Recorder etc. (Level-7) Junior Grade Diarist, Junior Grade Recorder, Pasting Clerk etc. (Level-4) 3 years continuous regular service in Level-4 Merit & suitability with due regard to seniority
4 Diary Superintendent (Level-9) Senior Grade Diarist, Senior Grade Recorder etc. (Level-7) 3 years continuous regular service in Level-7 Merit & suitability with due regard to seniority

Important Notes:
- No promotion from Daftary/Zamadar to Record Supplier/Treasury Sarkar (same Level-3).
- All recruitments to base Group-D (Level-1) only through direct recruitment (open advertisement, reservation, etc.).
- Earlier resolutions (No.2196/Gen. dated 29.01.1997 and No.15404/Gen. dated 03.08.2010) modified to this extent; other provisions remain unchanged.
