Doctor Transfer & Exit Policy for KBK Areas – Medical Officers Counseling Guidelines

Notification: Exit Policy & Counseling Guidelines for Medical Officers (Group A SB/JB) and Dental Surgeons

Government has introduced a comprehensive **Exit Policy and Counseling System** for posting and transfer of Medical Officers to ensure equitable health care and better retention of doctors in remote KBK, KBK+ and TSP areas (Zone A).

Key Guidelines (Card Style)

1. Objective

Ensure availability and retention of doctors in remote/rural areas (Zone A: KBK, KBK+ & TSP areas).

2. Zone Definition

Zone A = KBK, KBK+ and TSP areas
Zone B = Rest of Odisha

3. Minimum Service in Zone A

Fresh recruits must serve minimum 3 years in Zone A. After that, minimum 3 years rural service is mandatory.

4. Transfer Counseling

All transfers and postings are done through open counseling based on weighted service score.

5. Weighted Score System

Zone A service gets higher weightage (2× to 4×) compared to Zone B (1×). Special weightage for Malkangiri/Nawarangpur and women doctors.

Annexure-I : Valid Diseases for Medical Ground Transfer (Highly Important)

1. Cancer

Uncontrolled growth of malignant cells (leukaemia, lymphoma, Hodgkin’s disease). Excludes most skin cancers except malignant melanoma.

2. Paralytic Stroke

Cerebro-vascular accident causing permanent disability of two or more limbs for 3+ months.

3. Renal Failure

End-stage chronic renal failure requiring regular haemodialysis.

4. Coronary Artery Disease

Post open heart surgery (up to 3 years) or angioplasty (up to 1 year).

5. Thalassaemia Major

Requiring regular blood transfusion every <3 months + chelation therapy.

6. Parkinson’s Disease

Confirmed by Neurologist with tremor, rigidity and balance disturbance.

7. Motor-Neuron Disease

Progressive degeneration confirmed by Neurologist.

8. Any disease with >50% mental disability

Certified by Regional Medical Board with latest records (within 3 months).

Important: This policy is widely used by all departments as standard for medical ground transfer. Annexure-I diseases are accepted across Odisha Government services.
