Transfer & Posting Policy for Officers (Non-Teaching) – S&ME Resolution No.26512 Dated 18.09.2025

Official Transfer Guidelines for all Officers/Employees (other than teachers) working under School & Mass Education Department in line with GA&PG Department policy.

Key Guidelines (Card Style)

1. General Transfer Season

15th April to 15th June every year (subject to GA&PG changes).

2. Home District Posting

As far as possible, posting in home district should be avoided. If posted, not in home block.

3. Minimum Tenure

Minimum 3 years in a station before eligible for transfer.

4. Maximum Stay

No officer should continue in same station beyond 6 years.

5. KBK Priority

Officers completing 5 years in undivided KBK, Gajapati, Kandhamal, Boudh to be posted outside. After 10 years in other districts, posted to KBK areas.

6. On Promotion

Promoted employees shall be transferred from original place of posting.

7. PWD Preference

Persons with Disability given preference in suitable districts (subject to admin feasibility).

8. Husband-Wife Posting

As far as possible, posted in same or nearest station.

9. Retirement Cases

Officers retiring within 2 years allowed to stay or move to home district (subject to vacancy).

Important: All transfers must follow GA&PG Department norms. Relaxation only in public interest or exceptional cases with recorded reasons.
