What is the Bihar Government Pay Matrix?
The Bihar Government Pay Matrix is a structured salary framework adopted by the Bihar state government based on the recommendations of the 7th Central Pay Commission. It was implemented through Finance Department Resolution No. 3590/F dated 04 May 2017, following the report submitted by the Bihar Pay Commission on 15 May 2017.
The pay matrix replaced the earlier system of pay bands and grade pay with a unified structure consisting of 14 pay levels (Level 1 to Level 14), rationalized from the 19 pay scales of the 5th CPC and 6th CPC systems. Each level corresponds to a specific position or grade, with a defined entry pay and annual increment structure.

Pay Levels Overview (6th CPC to 7th CPC Mapping)

How to Calculate Salary Using the Pay Matrix
Total Monthly Salary = Basic Pay + DA + HRA + Other Allowances
Step-by-step calculation:
- Determine the Pay Level: Identify your position's pay level (1 to 14) from the pay matrix.
- Find the Basic Pay: Locate your basic pay in the matrix based on your level and stage (index).
- Calculate DA: DA is a percentage of basic pay. As on 01.04.2017, DA was 4%.
- Add HRA: House Rent Allowance (as per Bihar government rules).
- Include Other Allowances: Transport, special, medical, and other applicable allowances.
Fitment Factor & Pay Fixation
The fitment factor for the Bihar Pay Matrix is 2.57, as per the 7th CPC. The existing basic pay under the 6th CPC is multiplied by 2.57, rounded off to the nearest rupee, and then located in the appropriate level of the pay matrix.
Normal Fitment Illustration:
- Existing Pay Band: PB-1
- Existing Grade Pay: 2400
- Existing Basic Pay: ₹12,560
- Upgraded Grade Pay: 2800
- Pay for Fixation: ₹12,960 (10,160 + 2,800)
- Multiplied by 2.57: ₹33,307.20 → ₹33,307
- Level: Level 5 (corresponding to Grade Pay 2800)
- Revised Pay: ₹33,900 (next higher cell in Level 5)
Important: Pay fixation is done as per Rule 6 of the Bihar Finance Department Resolution. The pay is fixed in the applicable Level by multiplying the existing basic pay by 2.57 and locating it in the pay matrix.
Important Points to Remember
- Effective Date: Notional from 1 January 2016, actual payments from 1 April 2017.
- Pay Matrix Levels: 14 levels (Level 1 to Level 14) corresponding to existing Grade Pays.
- Increments: Two dates for annual increments – 1 January and 1 July.
- DA Rate: 4% as on 01.04.2017, with periodic revisions.
- Option for Employees: Employees had the option to switch to revised pay structure by 31 July 2017.
- Arrears Payment: Arrears were paid during the Financial Year 2017-2018.
- Class II Entry Level: Uniformly fixed at Level 9 for all Class II State Services.
