What is the Haryana Government Pay Matrix?

The Haryana Government Pay Matrix is a structured salary framework adopted by the Haryana state government based on the recommendations of the 7th Central Pay Commission. It was implemented through the Haryana Civil Services (Revised Pay) Rules, 2016, which were notified by the Finance Department, Government of Haryana on 28 October 2016[reference:11][reference:12].

The pay matrix replaced the earlier system of pay bands and grade pay with a unified structure consisting of multiple pay levels. Each level corresponds to a specific position or grade, with a defined entry pay and annual increment structure. The pay matrix applies to all Haryana state government employees, including Group A, B, C, and D categories[reference:13].

How to Calculate Salary Using the Pay Matrix

Total Monthly Salary = Basic Pay + DA + HRA + Other Allowances

Step-by-step calculation:

  1. Determine the Pay Level: Identify your position's pay level from the pay matrix.
  2. Find the Basic Pay: Locate your basic pay in the matrix based on your level and stage (index).
  3. Calculate DA: DA is a percentage of basic pay. As of 1 January 2026, DA is 60% for Haryana employees[reference:16].
  4. Add HRA: Haryana applies higher HRA rates of 27%/18%/9% due to NCR cities[reference:17].
  5. Include Other Allowances: Transport, special, medical, and other applicable allowances.
Example: For Level 1 (basic pay ₹18,000), DA at 60% = ₹10,800. Total basic + DA = ₹28,800 (excluding HRA and other allowances).

Fitment Factor & Pay Fixation

The fitment factor for the Haryana Pay Matrix is 2.57, as per the 7th CPC[reference:18][reference:19]. The existing basic pay under the 6th CPC is multiplied by 2.57, rounded off to the nearest rupee, and then located in the appropriate level of the pay matrix[reference:20].

Normal Fitment Example:

  • Existing Basic Pay (6th CPC): ₹10,000
  • Multiplied by 2.57: ₹10,000 × 2.57 = ₹25,700
  • Revised Basic Pay: Fixed at the corresponding cell in the applicable level[reference:21]
Rule 7 of Haryana Civil Services (Revised Pay) Rules, 2016 prescribes the uniform multiplying factor of 2.57 for pay fixation[reference:22].
